Michael founded Impact Makers in 2006. Before establishing Virginia’s first benefit corporation, he spent the early years of his career as a Senior Consultant with Andersen Consulting (now Accenture) in France. His tenure allowed him to consult, with increasingly complex engagements, throughout the EMEAI (Europe, Middle East, Africa, and India) region. As a result, Michael has lived or worked in seven countries and spent significant time in over 25 nations. Later, while an independent consultant, Michael completed an MBA from Kellogg School of Management at Northwestern University in Evanston, Illinois.

After returning to the States, he accepted a position as the Manager of Application Development at Health Management Corporation (HMC), a subsidiary of WellPoint Blue Cross / Blue Shield. Prior to launching Impact Makers, Michael was the Director of Product Development at First Health Services Corporation.

Jim joined Impact Makers in 2012 serving as a Principal Consultant and Enterprise Agility Service Area Lead before becoming COO. Prior to joining Impact Makers, he served in various P&C, Healthcare, Financial Services, Manufacturing and Public Sector roles.   He brings over 30 years of business and consulting experience to Impact Makers. He is passionate about making a difference for our clients and employees and fulfilling on our mission to the community. For our clients he leverages his business operations and technical backgrounds to deliver innovative solutions that achieve results.

Joe Pugh is the former Deputy CIO for Chesterfield County local government and helped lead them to a top 10 finish in the NACo digital counties survey ten years in a row finishing first 3 times. He has extensive leadership experience building teams and championing innovation. Joe managed technical teams for Enterprise Architecture, Application Development, Customer Relationship Management, Portfolio Management, GIS, eGovernment Services and Data & Analytics. He collaborated with Infrastructure Services, Security Management, and the Project Management Office, to ensure all cloud initiatives were deployed securely at the lowest operational cost to the county. Joe excelled at working with business units to plan and budget for capital funding requests for large technology initiatives. Joe also served as the IT assistant director while a VDOT from 1999 until 2012 where he led the data management and enterprise application development teams.   Joe was awarded the commissioner’s award for excellence for his work on the asset management system.  His teams won numerous COVITS awards over the years. Joe was a guest speaker at the 2017 Microsoft Cloud Forum for the Federal government where he shared innovative solutions developed by local government utilizing Microsoft Dynamics. This presentation was featured in the keynote address to all participants. Joe also served on the client advisory boards for Microsoft Dynamics and CivicPlus.

Scott has over 35 years of experience in state and local government, higher education, nonprofit, financial services, retail, and manufacturing industries. He has a record of enabling clients to achieve transformational results as a leader and as an individual contributor and in both tactical and strategic roles. Scott’s expertise includes strategy, procurement, information security, risk management, organizational assessment, and change management.

Prior to joining Impact Makers, Scott was a Principal with The North Highland Company, where he also worked closely with the Commonwealth of Virginia. He is a Certified Information Security Manager (CISM), Certified in Risk and Information System Controls (CRISC), and Project Management Professional (PMP).

Tony Fung served as Deputy Secretary of Technology for the Commonwealth of Virginia. In this capacity, Tony served as a senior advisor to the Commonwealth on technology matters including data analytics, cybersecurity, artificial intelligence, innovation, and entrepreneurship, and oversaw Virginia’s technology agency which supports technology governance and needs for over one hundred thousand commonwealth employees. Tony is a proven executive with over 25 years of experience in information technology management, strategic planning, and operations management. Before joining the Governor’s Cabinet, Tony was the CEO of a professional consulting firm, which serviced Federal focused clients such as DoD, HHS, DHS, and GSA. Tony also served as a SCORE counselor, providing advice to small businesses on start-up best practices, business operations, and strategy. Tony has been recognized as one of Washington’s top business leaders, a recipient of Washington Business Journal’s Award, SmartCEO Top 100 CEOs, and named Top 40 Under 40 Business Leader.
